November through February is the most reliable window countrywide, with cooler, drier weather in the north and calm seas on both coasts. March through May turns hot and dry, especially in Bangkok and the north. The rainy season runs roughly June through October, though it affects the Andaman coast (Phuket, Krabi) and the Gulf coast (Koh Samui) at different times, so a trip combining both regions can often dodge the worst of it.
